Carlos L. Woody Named Chief Legal Officer

Former federal law enforcement executive and longtime OUC counsel brings extensive leadership and legal expertise

Carlos L. Woody has been appointed as Chief Legal Officer for the Orlando Utilities Commission, where he will oversee all legal affairs. In addition to providing legal advice and counsel, Woody will oversee outside counsel, litigation and transactional matters, regulatory compliance, environmental compliance, legislative affairs, real estate and right-of-way, risk management and insurance, cyber and physical security and records management. Also, Woody will provide strategic counsel on governance, compliance and regulatory matters in support of OUC’s commitment to reliability, sustainability and community service.

A member of OUC’s Office of the General Counsel since 2004, Woody brings a wealth of experience and institutional knowledge. He has held progressively senior roles, including Chief Deputy General Counsel and Deputy General Counsel. He has managed all litigation affecting OUC, led corporate security and risk management operations and has been the lead attorney on all chilled water transactions. In addition, he has been a key legal advisor across the organization.  

Before joining OUC, Woody built a distinguished 15-year career with the Internal Revenue Service–Criminal Investigation Division, rising to Assistant Special Agent-in-Charge of the Miami Field Office.

Woody is board certified in city, county and local government Law and admitted to practice in the U.S. District Court for the Middle District of Florida and the U.S. Tax Court. Woody holds In-House Counsel Certification by the Association of Corporate Counsel. Since 2006, he has served as an Adjunct Professor of Law at Florida A&M University College of Law, where he teaches courses including Florida Constitutional Law and Professional Responsibility. He co-authored the fifth and sixth editions of Florida Constitutional Law: Cases and Materials, the state’s leading law school casebook. 

Woody earned his Juris Doctor, cum laude, from Florida A&M University College of Law and holds a Bachelor of Arts in Business Administration (Accounting) from the University of South Florida. He is the recipient of the 2016 Alumnus of the Year Award from FAMU College of Law and the Dean Percy R. Luney, Jr. Spirit of Service Award for faculty service.
