FMEA’s Electric Bill Comparison for September 2025 shows the average bills of public power utilities across Florida are among the lowest in the state, coming in at an average of $35.31 lower than the average bills of other utilities per 1,000 kWh.

Overall, out of fifteen ranked categories, the City of Mount Dora reported the lowest bills in eight categories, the City of Moore Haven reported the lowest in three categories, the City of Clewiston reported the lowest bills in three categories, and New Smyrna Beach Utilities reported the lowest bills in one category.

For residential bills, the City of Clewiston reported the lowest rates in all three categories. 

For commercial bills, out of eight categories, the City of Mount Dora reported the lowest bills in five categories, while the City of Moore Haven reported the lowest bills in two categories, and New Smyrna Beach Utilities reported the lowest in one category.

In the industrial sector, out of four ranked categories, the City of Mount Dora reported the lowest bills in three categories, and the City of Moore Haven reported the lowest bills in one category.

The FMEA Electric Bill Comparison provides a fair comparison of customer bills served by different utilities. The report includes utility rates, average franchise fees of six percent, and local payments in lieu of taxes.
