JOB SUMMARY AND ESSENTIAL FUNCTIONS

This position performs advanced technical, administrative, and professional public relations work in the planning, development, implementation, and coordination of comprehensive energy and water conservation.  Work is performed under the general supervision of the Customer Accounts Manager. 

Essential Functions

  • Develops, fosters and maintains strong collaborative relationships within the business and residential community. Acting as a liaison between customers and City departments to proactively identify needs, resolves concerns, and improves overall customer satisfaction.
  • Performs detailed energy and water audits, high bill investigations and consumption trend analysis for residential and commercial accounts; interprets data, identifies irregularities, and provides actionable recommendations to improve efficiency and reduce consumption.
  • Leads customer education efforts by explaining energy and water conservation principles, developing educational materials, and participating in community outreach campaigns; stays current on industry trends, technologies, and best practices in conservation.
  • Explains, promotes, and administers electric and water conservation and rebate programs; evaluates and verifies customer eligibility, inspects equipment, and ensures compliance with program requirements. Serves as primary point of contact for the business community, providing guidance, technical expertise, and coordination of Customer Care efforts across multiple City departments to ensure timely and effective resolutions of concerns.
  • Conducts field work including reading electric and water meters, evaluating equipment performance, and assessing residential and commercial systems to determine efficiency and operational effectiveness.
  • Maintains detailed and accurate records of audits, evaluations, customer interaction, and program participation; prepares reports and analysis to support decision making and program improvements.
  • Monitors, interprets, and ensures compliance with applicable local, state, and federal laws, regulations, and guidelines related to energy and water conservation programs.
  • Collaborates with internal and external stakeholders to ensure City websites, digital platforms, and social media channels are updated with relevant conservation information, program details, and public education content.
  • Represents the City in public forums by delivering presentations, workshops, and educational sessions at schools, civic organizations, and community events to promote conservation awareness.  
  • Analyzes program performance metrics and customer data to recommend enhancements to conservation initiatives, improve operational efficiencies, and support strategic planning efforts.
  • Performs related tasks as required.

QUALIFICATIONS AND PHYSICAL DEMANDS

Education and Experience:

A high diploma or equivalent and three (3) years of experience in customer service is required.  Experience in building systems, heating and cooling systems, energy management, energy conservation practices, and energy consumption analysis, or a closely related field is also required.  Experience in program coordination or public outreach is preferred.   

Special Qualifications:
A driver’s license valid in the State of Florida. Must obtain energy auditor certification from a City-designated agency within two years of employment.

Knowledge, Skills and Abilities: 
  • Thorough knowledge of water, electricity, gas, and HVAC systems.Thorough knowledge of consumption analysis and account management practices.
  • Knowledge of utility auditing processes, industry best practices, and compliance standards.
  • Knowledge of rebate program structures, including the implementation and issuance of multiple rebate types.
  • Thorough knowledge of standard office practices, procedures, and equipment.
  • Strong communication skills, both oral and written, with the ability to convey technical information to diverse audiences.  
  • Ability to effectively communicate energy efficiency, renewable energy systems, and demand-side management.
  • Ability to complete mathematical calculations and interpret consumption data accurately.  
  • Ability to diagnose system issues and implement efficient, cost-effective conservation strategies.

Physical Demands

The work is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Additionally, the following physical abilities are required: 
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
  • Hearing: Required to perceive information at normal spoken word levels.
  • Visual Acuity: Required for preparing and analyzing written or computer data, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
