Finance Director - NSBU
Job Summary:
Direct the financial activities of the organization or subdivision, with primary responsibility for financial planning, control, and reporting requirements of NSBU. Oversee the procurement function, project management cost monitoring, and the annual audit process. Ensure compliance with standards established by the Florida Public Service Commission, GAAP, FASB, GASB, FERC, NARUC, and applicable Bond Ordinances, while providing strategic financial leadership and maintaining the integrity of all financial operations.
Duties & Responsibilities:
- Responsible for the overall direction and management of the Finance Department and its subdivisions and Finance personnel (accounting and materials management,), including directing the priorities, people and resource allocations, as well as conducting fair and honest performance appraisals, identifying and managing employee development needs, and establishing and maintaining a positive and productive working environment.
- Reviews present accounting procedures and policies and recommends changes or modifications which are designed to increase the efficiency and effectiveness of accounting operations.
- Prepares or directs preparations of reports which summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations for the information and guidance of Utilities Commission officials.
- Directs determination of depreciation rates to apply to capital assets. Directs/coordinates the five and ten year capital improvement plan and funding.
- Establishes or recommends to management major economic objectives and direct preparation of annual and five year budgets.
- Prepares projections on long-range financial requirements; determines capital requirements.
- Serves in a financial advisory capacity to NSBU collective bargaining committee and costs contracts.
- Reports at monthly Commission meetings on the financial status of NSBU.
- Prepares and presents informational or approval items before NSBU Commission and City Commission.
- Manages investment portfolio to the best advantage of NSBU.
Job Requirements:
- Bachelor’s Degree in Accounting or related field required. Master’s Degree preferred.
10+ years industry experience including 7+ years leadership experience. - Certified Public Accountant (CPA) designation preferred.
- Florida Driver’s License Class E required.
Physical Demands:
- While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.
