HPSGeneral Function:

Highly specialized, technical, supervisory and administrative position responsible for the planning, direction, development, implementation, maintenance, and coordination of procedures designed to yield the most economic generation mix for varying system conditions. Also accountable for the day to day operations of the System Operations/Dispatch Control Center and associated personnel, and for ensuring the transmission and distribution systems are configured and maintained in such a way that complies with all FERC, NERC, SERC and FRCC Reliability Standards as well as Environmental regulations and standards.

Identifies, assesses, coordinates and implements the activities and timely reporting required to ensure regulatory compliance with all appropriate agencies (FERC, NERC, SERC, FRCC, DEP).  This position serves as the primary interface with legal counsel for electric compliance issues.  

Position will also function in a support supervisory role with respect to electric compliance; assigning and providing guidance on the compliance related work of other employees in cooperation with appropriate division supervisors, and scheduling third party audits of compliance activities.

Essential Duties and Responsibilities:

  • Directs the daily scheduling of energy resources and coordination of clearances, operation of the Dispatch Center, and the supervision and selection of all Dispatch personnel. 
  • Plans, assigns and supervises the work of Load Dispatchers.
  • Handles all monthly billing of interchange statements and verifies that all invoices are paid and checks are received for the month.
  • Directs the preparation of all scheduled reports and forms as needed for system operations, FCG, NERC, FMPA, local, state, and federal governments.
  • Maintains current awareness of NERC Standards for power flow transmission and of new cases which provide information as to the intent and interpretation of the Standards based on published Commission rulings and citations.
  • Administers system to ensure all FERC, NERC, SERC and FRCC reports are prepared and submitted as required by the Reliability Standards.
  • Coordinates substation and line outage or other switching procedures.
  • Coordinates the dispatch and performance testing of generation equipment with the Power Plant Superintendent.
  • Reports environmental discrepancies as needed. 
  • Coordinates with other interconnected utilities on the purchase and sales of interchange power, and other pertaining subjects. Coordinates with other department and division heads on the working procedures.
  • Nominates and schedules natural gas requirements, and resolves imbalances.
  • Directs development and administration of pre-schedules for the efficient utilization of power resources.
  • Develops and implements policy and procedure recommendations based on evolving compliance related information.
  • Works with dispatch to ensure operation of the electric system is within SERC and FRCC guidelines, prescribed operational limits, and procedures.
  • Schedules and ensures execution of third party internal compliance audits and reviews (through FMPA, Peer Reviews or consultants) of Compliance activities.
  • Defines and tracks employee training and certification requirements.
  • Ensures compliance training is provided to employees as needed.
  • Defines, documents and provides guidance on the development of studies, analyses, documentation, procedures and reporting as required by FERC Standards.
  • Oversees the daily running of all computer programs used in the Dispatch Center.
  • Coordinates and monitors the development of any compliance related agreements between HPS - Energy and other parties. 
  • Ensures all distribution, substation and transmission outages are dispatched and addressed in a timely fashion, and that efficient restoration processes are followed.
  • Maintains a safe work area and complies with safety procedures and equipment operating rules.
  • Prepares charts, reports and other documents as required.
  • Assists with any operations required to maintain workflow and to meet schedules and quality requirements.
  • Prepares budget for System Operations Division and monitors expenditures and makes spending adjustments as needed.
  • Responds to emergencies as needed.
