System Operator – Beaches Energy

This position performs complex technical work planning, supervising, and coordinating the operation of the Supervisory Control and Data Acquisition (SCADA) System; does related work as required. Work is performed under the general supervision of the Utilities Superintendent. Supervision is exercised over all division personnel.

The work is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.  Additionally, the following physical abilities are required:

Hearing: Required to perceive information at normal spoken word levels.
Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Reaching: Extending hand(s) and arm(s) in any direction.
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Visual Acuity: Required for preparing and analyzing written and symbolic information and data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.

Work is performed primarily indoors; the worker is subject to various levels of noise and 24-hour/day call outs, for extended periods.

Creates and monitors a training program for system operators for compliance with all NERC standards involving System Operations.

Plans, manages, and supervises activities and personnel associated with SCADA and related security systems.
Solves problems associated with daily operations. 
Implements and monitors division budget for achievement of goals and objectives,
Prepares, maintains, and reviews records, files, reports, and documents. 
Evaluates and reports on Beaches Energy Services’ ongoing and continuous compliance with all FERC, NERC, and FRCC/SERC standards and requirements for electric system reliability.
Supervises and monitors the radio communications for the division and the dispatch of appropriate information to the other City departments and divisions. 
Performs duties of a SCADA operator when required.
Supervises the opening and closing of devices and communicating with other electric utilities to assist in maintaining continuity of electric service and ensures electric system load is balanced. 
Maintains up-to-date knowledge of SCADA Control Systems, applies system changes, and implements new systems.
Updates and maintains electric system procedures, diagrams, records, and files.
Ensures that Division employees are trained, knowledgeable, and understand their job duties and areas of responsibility.
Implements new or revised policies and procedures.
Evaluates employee performance, counsels employees, and approves and schedules employee training.
Analyzes current information system needs, develops and manages short- and long-range plans, and develops and implements standards for automation equipment;
Manages SCADA technical and communication lines and systems, meets with staff, other departments, contractors, telecommunication company personnel, and attends related conferences;
Manages maintenance contracts with hardware and software vendors;
Serves as technical advisor in areas of SCADA automation, equipment purchases, and standardization;
Performs other related job duties as required.

Education and Experience:
Bachelor's degree in computer science, business administration, engineering, or related field and four years of highly technical experience in SCADA systems, including two years of supervisory experience; or any equivalent combination of education, training, and/or experience.

Special Qualifications:
A driver’s license valid in the State of Florida and an active North American Electric Reliability Corp. (NERC) Transmission System Operator Certification.

Knowledge, Skills and Abilities: 

Thorough knowledge of the methods and procedures for transmission, distribution, and SCADA System applications, monitoring, and operations.
Thorough knowledgeable of NERC Reliability Standards and compliance standards for Dispatch operations.
Thorough knowledge of related safety standards: transformer loads, feeder loads, and other substation activities for switchgear, relay equipment, breakers, electrical circuits, and substation layouts.
Thorough knowledge of the geography and street locations within the Electric Department Service Area.
Ability to direct, supervise, and evaluate the work of Division employees.
Ability to establish and maintain effective working relationships with all City employees and the general public.
