GENERAL PURPOSE:

The Information Technology Security Analyst is responsible for performing a variety of technical work for the City’s Information Technology Department including: designing, planning, implementing, and upgrading physical and cyber security technologies, systems, measures, controls, workstations, servers, and other IT related hardware and software. This work is performed under general supervision – the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically through observation and review of results achieved, with primary feedback given with final results.

Examples of Duties
ESSENTIAL FUNCTIONS:

Identify cyber and physical security system hardware and software needs.

Ensure physical and cyber security systems and related equipment are in working condition; monitor and respond to physical and cyber security system hardware and software problems utilizing a variety of hardware and software testing tools and techniques.

Respond to needs and questions of users concerning their access of physical and logical security system resources; answer inquiries related to cyber, physical and logical security systems and troubleshoot security hardware and software failures either in person or remotely.

Maintain a customer service approach by treating all users efficiently and in an appropriate manner as well as providing technical support and training of users as needed. 

Act as a liaison between users, vendors and the IT Director or designee in solving problems related to cyber security or physical security including security cameras, security video storage devices, and access control systems.

Coordinate or assist in coordination of work related to cyber and physical security, and oversee work in person and remotely with vendor(s).

Monitor, maintain, and upgrade relevant cyber and physical security system hardware and software.

Perform physical security system hardware and software moves, adds, and changes; install and maintain security cameras, storage devices, access control hardware and software as required.

Perform preventative maintenance, security system tests and diagnostics functions of access control and video surveillance systems while performing repairs as needed.

Research, design, and implement (or assist with) cyber and physical security solutions for organization systems and products that comply with all applicable policies and standards. 

Document all work performed and submit weekly or bi-weekly status reports to the IT Director or designee; maintain records on repairs, downtime, changes, updates, inventory and asset configuration. 

Analyze and make recommendations to improve network, system, and application architectures; perform penetration and vulnerability scans/testing and internal and external security audits to uncover network vulnerabilities.

Assist in the development and implementation of cyber security controls and protective measures to ensure protection of data from unauthorized access from internal and/or external users.  

Monitor network security, including intrusion detection, webserver and wireless security; examine network, server, and application logs to determine trends and identify security incidents; work with relevant personnel and vendors to investigate security breaches and other cyber security incidents.

Assist in review and update of relevant security policies, architectures, and standards; prepare Incident Response Plans and other reports regarding cyber and physical security issues or concerns; recommend corrective action and/or install appropriate tools and countermeasures.

Maintain current knowledge of relevant cyber, physical and logical security technologies as assigned and participates in special projects as required.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Working knowledge of operating systems and management information systems, systems design and analysis, computer programming, and data processing.

Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.

Skill in implementing and maintaining computer software and hardware, cyber security systems, and physical security technologies.

Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).

Ability to partner with employees at all levels to provide guidance on technology updates and to lead implementation projects.

Ability to read, analyze, and interpret general periodicals, professional journals, technical procedures, or governmental regulations.

Ability to write reports, business correspondence, and procedure manuals.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Ability to troubleshoot complex IT problems, prioritize, and organize work flow.

Ability to independently stay current with new developments in security technologies, and to become proficient in new software and hardware the City acquires.

Ability to remain on call, 24 hours a day, seven days a week for after-hours repairs, emergencies, and other related concerns.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with working knowledge – the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.

Typical Qualifications
MINIMUM QUALIFICATIONS:

Bachelor of Science degree in Management Information Systems, Business Administration, Computer Science or related field, supplemented by a minimum of four years of experience in designing, implementing, and supporting physical and Cyber Security systems. 

An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.  

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

NOTE: All certifications must be current at the time of application, and must be maintained as a condition of continued employment.

Skill in designing, implementing, maintaining, and upgrading physical security hardware and software.

Experience in implementing, maintaining, and supporting Genetec Security Center software.

Experience in designing, implementing, maintaining, and supporting a wide array of cyber security products.

Possess and maintain a valid State of Florida Driver’s License, Class E or higher.

Supplemental Information
OTHER REQUIREMENTS:

Physical

This is light work requiring the exertion of 0 – 20 pounds of force occasionally and 0 – 10 pounds of force frequently to lift, carry, push, pull, and reposition objects.

Ability to traverse about an ADA accessible office setting, with or without reasonable accommodation.

Ability to remain stationary at a keyboard for extended periods of time and continuously operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer.

Ability to manipulate objects and demonstrate small, precise movements repetitively.

Environmental

Tasks may require infrequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.

Sensory

Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one’s surroundings, and the ability to effectively communicate and exchange information with others.
