System Operations Manager - New Smyrna Beach Utilities

DESCRIPTION

The Manager of System Operations reports to the Electric Operations Director and provides leadership to establish the strategic direction of the System Operations Division including staffing and budget strategies and operational standards, policies, and procedures, and identifies opportunities for improvement. Manages the 24/7 operations of the electric system, processes, projects, and technology that support the real time operations. Supervises, leads, and coordinates activities of System Operators, Trainees, and the Trouble Dispatcher. Confers with the Electric Operations Director to report work activities and personnel matters. Works with Electric Operations Director and Director of Engineering and Information Technology in planning, directing, and coordinating all electric transmission and distribution system activities through designated staff, consultants, contractors, and governmental agencies. In addition, the Manager ensures that there is adequate wholesale power supply to meet the daily energy needs of NSBU utility customers based on determining the best mix of available resources. Determines future needs and associated costs to cover purchased power expenditures. Administers complex contractual obligations and makes decisions regarding purchasing the best source of power at any given time in accordance with the purchasing power guidance. Confers with Electric Operations Director to implement real-time actions that ensure the stable and reliable operation of the Bulk Electric System, up to and including the shedding of firm load.

This position is not on call.

RESPONSIBILITIES

  • Schedules personnel and supervises shift operators and other operations personnel, including directing the priorities, people, and resource allocations, as well as conducting fair and honest performance appraisals, identifying, and managing employee development needs, and establishing and maintaining a positive and productive working environment.
  • Forecasts loads for next day, later in the day, upcoming week(s) and determine best/most economical resources of power available to meet those needs in accordance with the purchased power guidance; monitors changing conditions (load, weather, units down) and analyzes their effects on load forecasting.
  • Negotiates short- and long-term power supply contracts with other utilities or power marketers. Weighs the contract offers against each other for economic comparison.
  • Gathers and maintains historical system and operations data as needed for compliance, analysis, and distribution.
  • Confers with engineering personnel and consulting engineers on new facilities, systems, technology, operating and technical issues, system stability, and load flows.
  • Responsible for preparing annual budget estimates for capital improvements, as well as preparing and submitting for approval the System Operations Department budget and is responsible for ensuring the proper management of the departmental budget.
  • Participates in the NERC/SERC compliance audits and data gathering, as required.
  • Serve as a key operating contact for the North American Electric Reliability Corporation (NERC), Southeastern Electric Reliability Council (SERC), and The Florida Reliability Coordinating Council (FRCC) standards.
  • Represents NSBU in industry trade associations (Florida Municipal Power Association (FMPA), Florida Municipal Electric Association (FMEA), American Public Power Association (APPA), etc., as necessary.

Job Requirements

EDUCATION

High School Diploma/GED required. Bachelor of Science Degree in Electrical Engineering or a related field preferred.      

EXPERIENCE

5+ years industry experience and 5+ years supervisory experience preferred.

Additional Requirements

CERTIFICATES

NERC Certification at BT or RC level required.

LICENSES

Florida Driver's License Class E required.

PHYSICAL DEMANDS

While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand, walk, climb, or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Additionally, while performing the duties of this position, the employee is occasionally exposed to wet and/or humid conditions; high, precarious places; outside weather conditions, to include extreme storm conditions; extreme cold; extreme heat; and risk of electrical shock. 

WORK ENVIRONMENT

This position is part of New Smyrna Beach Utilities Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined in the Human Resources Manual or Collective Bargaining Agreement. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by NSBU’s Emergency Incident Commander or individuals designated by the General Manager/CEO to assign such functions may result in disciplinary action up to and including termination.
