FPUA Partners with Promise Network to Deliver $1.22 Million in LIHEAP Utility Assistance

FPUA logoFort Pierce Utilities Authority (FPUA) is proud to announce its new partnership with Promise Network Inc. to streamline the delivery of Low Income Home Energy Assistance Program (LIHEAP) funds to eligible customers. This collaboration, facilitated through FloridaCommerce, enhances how energy assistance is distributed, ensuring faster, more secure, and more equitable support for families in need.

In the first month of participation (June 2025), 1,168 FPUA customers received a combined total of $1.22 million in utility assistance through LIHEAP. This support averaged $1,044 per customer—enough to cover multiple months of utility service for many households.

“Helping our customers stay connected and financially stable is a top priority,” said Javier Cisneros, FPUA CEO/Director of Utilities. “This partnership with Promise Network allows us to simplify the process and expand access to critical energy assistance for those who need it most.”

Promise Network, a subcontractor of Indelible Solutions, offers a mobile-first platform that enhances eligibility verification, expedites payment processing, and improves the overall experience for applicants and utility providers. Their secure system meets rigorous state and federal data security standards, including SOC 2 Type 2 certification and NIST compliance.

FPUA’s responsibilities under the partnership include confirming fund applications within 10 business days, securely handling shared data, and ensuring funds are applied appropriately or refunded when necessary.

This effort is part of a statewide initiative to address common challenges in LIHEAP delivery, including overwhelmed systems, complex verifications, and coordination gaps.
